Anti-Federalists believed a strong government might steal their individual, human rights away. They were worried about the government not caring for their needs because if there was a strong government then they would over look their individual needs to benefit the government as a whole. Anti-Federalists were also worried about the well being of the freedom of speech, freedom of religion, freedom of petition, and all other basic human rights.
When the Anti-Federalists saw that the Constitution did not have any Bill of Rights they immediately rejected it and demanded the insertion of the Bill of Rights. So the Federalists, needing the approval of the Anti-Federalists to make this government work, got to work and made the Bill of Rights that pleased the Anti-Federalists.
